The following, which was advanced to third reading from the

    "An Act relating to regulation notice and review by the legislature;                                                        
    and relating to the Administrative Regulation Review

Representative Eastman moved and asked unanimous consent that                                                                   
HB 168 be returned to second reading for the specific purpose of                                                                
considering Amendment No. 1.  There being no objection, it was so                                                               
ordered.                                                                                                                        
                                                                                                                                
Amendment No. 1 was offered  by Representative Eastman:                                                                          
                                                                                                                                
Page 2, line 6, following "regulation":                                                                                         
    Insert ". A chair of a standing committee who holds a                                                                   
committee meeting to review a regulation under this subsection                                                              
shall provide an opportunity for public testimony during the                                                                
committee meeting"
